Tulare Launches Program to Repair and Replace Mobile Homes

The City of Tulare has rolled out its Manufactured Housing Opportunity and Revitalization (MORE) program, a three-year grant initiative designed to repair or replace manufactured homes for qualifying residents.

In partnership with Self-Help Enterprises (SHE), the program will soon begin rehabilitation and replacement work on several mobile homes across Tulare. Self-Help Enterprises will assist homeowners with repairs, electrical upgrades, installation of new homes, and other related improvements.

The MORE program provides financial support for acquiring, converting, rehabilitating, or replacing manufactured homes, aiming to preserve affordable homeownership for Tulare residents.

Eligibility Requirements

Applicants must meet the following criteria:

  • The home must be owner-occupied
  • Located within Tulare city limits
  • Have a valid certificate of title and current registration or property taxes
  • Household income must be at or below the most recently published applicable county median family income, as determined by the California Tax Credit Allocation Committee

How to Apply

For homes in need of critical repairs, residents are encouraged to submit a pre-application. A representative from Self-Help Enterprises will follow up with more details. Those who have already received an application but need assistance can schedule a virtual or in-person appointment with Self-Help Enterprises' team for guidance.

Program Goals and Impact

  • Structural improvements to walls, floors, and foundations
  • Energy efficiency enhancements, such as insulation or window upgrades
  • Installation of modern heating or cooling systems
  • Complete replacement of the home when repairs are no longer practical or safe
